is that a water line mark down the hull side ?

Sort of. That is an full epoxy bottom paint. The old owner used to leave the boat in the water for a week or so at at time. Bruce has cleaned it up some since the picture but as with all white epoxy it turns somewhat yellow.

It doesn't look as bad in person, and you can't see it when the boat is in the water.
