If it only flexes an inch or two, that is pretty normal, but if it is hanging down by much more than that, I would agree with others that it might be waterlogged. Do you see any signs of brown stains around the outside? Does the boat sit outside? If it gets rained on very much the foam can soak up a lot of water and become VERY heavy.
