Default Dana Power Hatch bolts spinning when tightening

I've got the Dana Power Hatch and notices my engine hatch was very lose and wobbly so I notice the smaller bolts on the high assembly were lose. So I tried tightening and they will only tighten so much and I think the bolts are spinning with the nuts. I'm not talking about the 3 larger bolt that go all the way through the boat and have nuts on teh back side. I'm talking about the 5 smaller bolts that are made into the billet base mounts. I can't see what's on the back sides of those mounts so is it possible the bolts are spinning? How do I fix this so that I can tighten the nuts? Thx.
