Default Mercury 225 stuck in forward

I had to remove and take in the lower unit to have a prop shaft seal replaced after having some debris take it(fishing line) before reinstall i placed the console shifter in forward, then the lower unit in forward to line up the splines by turning the prop shaft, everything went perfect installing, expect it was stuck in forward, now i have the lower unit off and still can not get it to neautral or reverse by turning the shift shaft. any one have any advice???

take it back, try turning the propshaft while shifting, this sometimes helps.
