I made mistake messed with IAC screws

Here is the history. I am just putting back together a complete refresh of 502 mag. All that is done to it that is not stock is a very small cam.
I set the timing and the idle was at 1700 and I couldn't figure out why. I started to play with the IAC screws on both sides. When I pulled the air cleaner off to see what was what I noticed the left side butterfly was held open by the throttle cable. I set the cable in correct position and started it up and it was idling around 900 and a very slight surge. So I thought to mess with the IAC. Now I think I have them so out of wack it will not start. I found this thread and wanted to know if this is the correct way I can get my counts correct again using a volt meter?
