Easiest way to fix stripped out screw holes

I'm surprised the toggles are used in new boat construction. My '99 Crownline with a XL Marine Plywood/carpeted floor had an aluminum plate glassed in on the underside that was drilled and tapped for screws for the bolster feet.

For the record, I never said they were used to hold in bolsters as new construction; at least not by Active Thunder; although they do a good job of holding down the shltter.
But I brought them up for this use case as they would be better than filling in screw holes.
I do like the access plate route better though.

i would just do toggles thats what im doing. Cheapest way too. With an access plate you can use a wire fished through the mounting hole and back out the access hole and wrapped around the threads of the bolt as long as there is enough room to fit a bolt around whatever obstacles are down there it will work. I doubt there will be enough room to fit your hand to many of the holes anyway. See if you can take a look at the area from the engine bay looking forward or if your fancy and have a borescope that works
