Pantera is a great all around boat. Rides like a 32 in the rough. Will run in anyhting.

31 Sonic and 32 Active Thunder would be top of the list in the used market.
31 Formula, 31 Cigarette, and 33 Donzi would be right up there as well.
If shopping new, I would be all over the 33AT as well as the 32 Sunsation SS.
I really like the Pantera 28, but can anyone define why it would need twin stock BBC? I have seen plenty with single 600-750HP. It seems to me that a twin BBC application in a 28 Pantera (same with 28 Sonic, which is now discontinued) would be an ideal setup. Too much motor(s) just to get the weight of the motors up on plane; or is the idea to have this power, even though its probably not the most ideal setup, just to have stock warrantied power? The 28 Sunsation, 28 AT have never been (unless a rare one-off) twin engine boats. Formula and Fountain will build you this size craft with twin SBC. Donzi will build a 28 with a single BBC or twin SBC.
Don't count out a 496 powered boat either. If you are out of warranty, or don't care about the warranty, simple and reliable upgrades are plentiful including headers and Raylar engine upgrades to make the engines more powerful than 500EFIs for less cost.

I would look at the 28 Pantera in the classified with the twin 650's. You will get more usefull info if you let us know how much $$$ you want to spend.
