I would think that the "loophole" would be...
How much electicity does it take to split the liquid H2O into HHO Gas? I would bet that the laws of physics say that it takes more energy to split the H2O than the HHO gas will produce.
It's great for creating a cutting torch, but wasteful when trying to run an internal combustion engine.

I hope it works,even if for small engines. That will save more oil for our boats.
