Either there is a crack in the manifold or you are getting water reverting back up ( this is called reversion) usually at idle in the exhaust stream were the exhaust gas meets the water outlet flow. Also make sure you are not idling to low of rpm's.

There is suposed to be a thin piece of stainless steel between the manifold and the riser, I can't remember the name of it. It stops condensasion from the inside of the riser from running down into the manifold.
Make sure that has not been removed.
