$10,000 for engine upgrades

780 seems a little soft for that setup. You could easily expect 650 plus with N/A 572's on a single 1050. 5 psi should be netting you better than 110-120 hp.
I'd agree intercoolers would be the way to go. Before I went with a larger Roots, I'd look at Whipples & coolers w/efi. Kind of a budget-buster though. I'd consider something like the J&S ignition that would allow you to safely get more aggressive with ignition advance.

Compression is about 8.5-1, which isn't that low. I agree the numbers are soft and have wondered what we're missing.
Whipples & EFI would be great, but out of range at this time (remodeling house.... again).

I guess the next stupid question is if it's tuned right? I know of a lot of people that are scared and run pretty rich to avoid the big boom.
what kind of exhaust? and is the dyno number an engine or prop shaft dyno?

We're running Stepped/Big Tubes (2 1/4ID) with 5" ID dry tailpipes (see photo), 32* timing, and the plugs never look sooty: just brown.
I spoke with Nickerson and they said my carbs would be OK with 14-71's: not optimal, but also not a huge loss.
Numbers are dyno.

Assuming no calculation mistake on CR and actual boost PSI numbers, you probably have less cam than you could be using. I'd expect that setup to be at 850 horse.
Cam , chillers & more PSI is about your only option. You should be able to hit your 1K with that.

My 2-572" shortblocks were built to handle 1,000 HP. We built them using Merlin 345VR heads, 8-71 blowers, no intercoolers, Nickerson 980 carbs, special Crane HR cams. This combo dyno'd at 780 HP @ 5,500 and has been very reliable, but we need more power.
I have $10,000 (total) available for engine upgrades; what would you upgrade and with what parts?
Thanks

Another thought... If you were to upgrade to 14-71s, you'd likely be able to pick up $6k or more additional cash by selling off the 8-71s and carbs. Might be enough with your $10k to make the big huffers doable (or due-able, hahaha).
