According to Maryland law, the larger boat that is harder to manuver should be the stand-on boat. Too much water out there for something like this to happen.

Are you sure that doesn't refer only to a larger vessel restricted in its ability to maneuver? Generally, such right-of-way laws are meant to apply to large ships and to such situations as deep draft vessels operating in shallow channels, not to pleasure craft of comparable size and maneuverability. I seriously doubt that you would get very far pressing a claim that the other guy should have given way because your boat is six inches longer or displaces 500 more pounds.
