To weak, it will fail. Here is a 3/8" stainless steel steering plate that bent under boating conditions. A steering plate has to be over engineered. Safety factor x10. I made my transom mounts out of 1/2" stainless. Mine are probably overkill, but I'm OK with that.

ouch,a buddy just got a 28 with 280 hp outboards and snaped a 1/2 inch 316 sst bolt on the stering ram.
