in my experience when ever i changed impellers until I ran the boat in the water and the new impeller broke in and got adjusted to the housing it would not have good suction on the flush attachment. if you are sure you did a good job on the replacement, which sounds like you did if it sucks with a little throttle. Take it to the water go for a long ride and it should be good to go after that.
