Default Model Year changeover dates

Coast Guard has just approved a new rule mandating no new model years prior to August 1.Some builders are upset,some say about time.What say you?

Sounds like a good idea. I am sure there is more too it than that.

Is it the time the hull is laid up, boat is completed, shipping, delivery taken............?
Realizing for 95% of the recreational boats there is only a week or two between lay up and completion but the rest could still be a game for some.

My understanding is that it is the time the manufacturer applies for certification of the HIN. My boat was laid up in Aug of 02, rigged late fall early winter and has a born on date in Feb 2003.

And yes I agree with the Aug 1 date for new models.

Nothing like being at the 2012 Miami boat show and seeing 2013 models.... WTF!
That makes all the other 2012 models there one year old already!
