Move the boat to a county that doesn't have it on boats, Stafford just changed their law a couple years ago. It needs to be moved and said to be "in for repair" at said location by the 1st of the year to "get around it".

Did this for years in VA. Form a Delaware Corp and register the boat there. Requires the Corp to own the boat and fees to del and your registered agent of a couple hundred bucks a year. However, if you pay to store the boat somewhere or it is readily visible the local tax man is going to find out about it......and nail you!

Stafford has no personal property tax on boats. Rent a spot at a marina in a locality with no personal property tax on boats - it will probably be cheaper than the taxes.

i live in a county that charges personal property tax for boats, when I titled my boat, I used my best friends address in prince William county to avoid this and is on the up and up as that's where I keep it, it is also the listed address on my insurance.
