They couldn't impose speed limits on the open ocean, they'd never be able to enforce it. The Coasties have their hands full just trying to stop the drug traffic.
Its all the blowboaters, weekend fisherman and families out with their 15' john boat with a 20hp Johnson that feel threatend by the high speeds and sound levels our boats are capable of.
They look at us the we (not I) look at Jet-ski's. A loud, noisy, obnoxious, reckless bunch of drunken crazies.
Gee, kind of like the biker image from the early 60's.

I think you're onto something there Ron. If this passes, my guess is it's going to cause more accidents, not less. It will ultimately end up forcing more people out into the ocean that don't belong there in the first place.

OK , so none of us speed on the highway, right . If we do get this law stuck up our a$$e$ it's just another game to play . Guys and gals get your radar detecters and jammers out.
I think it could be real hard to enforce. I can see three or four cops in eight miles going to the ramp but I can go a month and not see a single water cop.There doesn't seem to be near enough of them to make this effective. Besides that , if they go and gang up on us in one particular area , everybodys got to stop and just float around or drift with the tide and watch. This could force people to slow down and cause more congestions and then others wouldn't get caught speeding. I got a Formula and if I wanted to throw a line over and go fishing (with no bait of course)near where they are, what's to stop me, right? If all else fails carry a box of donuts with you .
Funniest thing I ever saw was a NJSP cop walking down the dock to his boat at Hargroves carrying a box of Dunkin Donuts
