Detained in handcuffs is different than being arrested.
If the news reporter said arrested its probably because they dont know the difference. We all know you need probable cause to arrest someone, a suspicious person isn't enough probable cause .
Just some FYI so people arnt running around saying that officers are arresting everyone with a white van, ya know how some people love to start stuff.

There is a BIG difference between being detained with the use of handcuffs for *officer safety* and being "under arrest".

Lets just hope that this is the guy and not just some freek show copy cat jerk off or some serious mistake. The worse thing to do would be to get everyone all relaxed and find out that there was more then one of them!!!!
