well I rented a 3000psi pressure washer and it got the job done big time. BOY WAS IT MESSY!!!! Still have some paint chips laying around but I'll get them all up. Now I've gotta buy one of these things.......I loved it.

They run sales on their 11hp 3400psi pressure washers regularly for $840.
I got one four years ago, and it's been a good one (pressure relief stuck once, and had to take the regulator assy apart to fix it, but since then have backed off the regulator pressure before storing the unit and no more prob).

We have used oven cleaner on boats and cars with good luck. Just sprayed it on waited a few minutes to rub it off. I don't know if it will work on concrete paint or not, but it would be worth a try if you have some laying around.
