Yes, but that's to sell and manufacture in the U.S. If they make them overseas and sell them overseas, they are exempt. I agree they're trying to make a profit. They should but it seems to me the government forced 'em over there. Equal time would be to penalize foreign importers who make and sell dirty motors elsewhere. This would discourage Mercury from doing it but it would also put Mercury on a level playing field with Honda, Nissan, etc. 14-H.
