"Polar movement"?... or do you mean " Polar moment"?.... I know what polar moment is on a car... it is sometimes described as "High polar moment"... or "low polar moment"... generally cars with mid engines have a low polar moment... having the mass centralized the car will change direction quite readily...
but not track smoothly (feels twitchy).. cars with front engines... coupled with rear transaxles have a high polar moment... they are very stable at high speeds... but don't want to change direction quickly... not good for slalom courses.. does that answer the question?
