A bit cold down there? Looks like some sort of a check valve assembly? For the yard sprinkler? If so, next time just turn it on so there is a little flow. That'll keep the ice from building up.

Yep thats it. I can't be too mad since it is outside. Its my fault. It broke last week and they patched it together. I should have replaced it the next day. Its been pretty damn cold the last couple of nights.
Now I get to bend over and take it for the team from the plumber. Ahh the joys of home ownership.

I guess I should have the city run a meter to it. Then I can shut it down it if happens again. The shut off valves inside have split so they are useless.
Its kinda funny. My neighbors driveway it a solid sheet of ice from the leak.

Do you have the yard sprinklers after the water meter? I'm not sure how the regs are where you live, but most of the water fee is from the sewage treatment. Usually you'll get a price break for water that does not get treated. Water that is dumped due to breakage like you had and water used for the yard are two examples of water usage that would qualify for the lower rate. Might be something to look into.
