I just don't think you are going to like the Bravo on that boat. I think it will give you to much stern lift. I would suggest sending your 25 Mirage to Throttle UP, BBlades, or Houston Propeller and tell them your problem. Let them work it over, and you will be amazed at the difference. Is you outdrive trimmed all the way down? Does the boat have tabs you can drop and help it out of the hole?
Also, I respectfully disagree with Pat McPherson, I would not hesitate to twist that engine up to 4800-5000 RPM if you are not restricted by a rev limiter.

And Yes, the rev limiter should kick in at 4800...
Like I said earlier the low power 454s/7.4s have VARY mild cam shafts...
Both my 24' Pantera with a Gen IV 330HP and my 24' Super with the Gen VI 310HP ran faster with bigger props at 4300-4500rpm than at 4600+rpm.
From my experience these engines pull nice to about 4200rpm then die out...
Change the cam if you want to make power up to 5000rpm...

I have a 5.0 Mustang with a Vortech, alk/meth injection and NOS... Power adders are my nature. Im just gonna call some of these prop places and see what they say.

I kinda like the way the 24P Bravo prop sounds. I would like the extra handling and improved holeshot and mid range. Where are you from Badtoon ?
