Neutral saftey switch problems
I have Gaffrig controls and have not opened them up before. Before I do is the nuetral saftey switch located with the shift levers or somewhere else?

It's in the shifter portion of
the throttle/ shift quadrant.

Take out the 4 screws that hold in the
throttle/shift quadrant, then lift it out.
You'll see 2 small switches that are
activated by the shift levers.
I don't recall how the switches were fastened.
Worst case, you may have to split the sections
of the quadrant to gain access to the screws.
If you have to do that, you may want to disconnect
the cables and wiring and remove it for disassembly
( so your not dropping pieces down through where the
quadrant mounts )
I had gaffrig controls on my old boat, and the only
starting problem I had with it was caused by a faulty
slave solenoid back at the engine.
