Water pressure question - erratic readings

There is a hose fitting that goes through my transom near the top with a rubber plug in it. I was thinking about having it removed and filled last winter when i was doing other transom work on my boat, but i'm glad i didn't now. It was probably a water dump in the past, at some point this boat had a supercharged engine in it.

So, somewhat interesting developement.
I have the relief valve in there, but i turned the pressure up on it so it shouldn't be doing anything.
I moved the water hose for the gauge from the bottom of the block to the thermostat housing to keep it from getting clogged, so it actually works now.
The water pressure at the thermostat housing doesn't get past 10 psi. Down on the block it hit a lot more than that.
So, what gives? I'm sure there's a simple explanation, probably based on what part of the cooling system i'm reading from, but what is it?
I've noticed that when i suck up seaweed i'll only see 3-5 psi at cruise (at the thermostat housing), but the motor stays cool and the pressure eventually comes back up after letting the boat sit for awhile.
