what heads,cam and intake would you suggest for the 454 mag bottom end.i have to take the motor out anyway for the cam swap.should i freshen the bottom end with 250 hrs on it.what exhaust would you suggest

Try and find the latest issue of "Family and Performance Boating" magazine. They have an article about doing just what you are looking to do.
If I had a 454Mag and some $$$ to blow, I'd buy the Edelbrock Performer RPM Oval-Port heads with BeeHive spring, Performer RPM Air-Gap intake, stock 496 exhausts (build by Gil?), and the cam selection would depend on whether or not you wanted to spring for roller or flat tappet hydraulic lifters. I'm cheap so I'd to the flat lifters and use a Crane 134561 cam. Also, before I spend a dime I'd talk cams vs set up with Chris Straub.

If I were only doing one upgrade I would do the exhaust. I have EMI. When you do the exhaust a bypass crossover setup is also a good idea. All the other upgrades people are talking about will require them anyway. Exhaust can be swapped out in a few ours and will not put your boat out of commision. Your heads are fine but portwork would help them. A good winter project would be to replace the cam, intake and carb. A roller rocker setup would be a good upgrade also.

What's the budget? To make more power NA you have to change every link of the chain; carb, intake, heads, cam and exhaust, and maybe upgrade the fuel suppy system, pump, filter, lines and fittings. Add up how much this will cost including time to R&R the engine. Save until you can afford to do everything at one time.
Then buy a supercharger kit instead!
