Water in bildge

Last time i took the boat out i got enough water in the bildge to have the pump running off and on. After reading some threads i thought maybe the transom could be wet and soft.
(even though it has never stood in the water overnight and stays in a garage)Maybe because of its age. So i silconed around the perimeter of the OD real well. I took it out yesterday and it is still leaking. When i looked it seems like it is leaking right around the trim hoses and wires? What could be leaking? I felt the wood around the OD and it feels solid and not soft at all. Thanks in advance For the help!!!
P.S. It does have a block off plate but it is only a couple of years old.

Most likely it is the shift cable boot..a real ***** to change..if you turn the wheel to the right it should stop leaking, turn to the left and it will pour in..that is shift cable boot.
