You just have to poke and pry that outer seal to get it out. And that's after you press the pulley hub off. Just went through this myself. I ended up sending mine to a pump repair specialist that gets about $80 for the rebuild. Turns out my shaft is bent so they sent it back. $100 for a new shaft = I went a different route.
As you can see in the photo, I had ordered the Merc seals, retaining ring and outer seal and never used them. The bearings are easy to find locally. I'd be happy to part with these parts if you want them.

I didn't do the work myself, but it should be "as simple as" using a bearing puller in a press to get the pulley mount off. Any decent shop should be able to do it in a matter of minutes? From there you jab away at the front seal until you get it out. I think you then have to press the shaft out the front end of the housing.
