I think that depends on his knowledge base, and availability to professionals who can, or in many (if not most) cases, can not service EFI for a custom build. Just my .02
I have a Nickerson Dom on my 557CI. The engine will idle for as long as I want it to at 600-650 RPMs. Behaves like a stock BB, until you push on the stick.
No, I'm not saying EFI is a bad thing...........

I hae built race cars carb and efi.they both have thier plusses and minuses.The reason that I wanted to get rid of the efi is because of the intakes. I think I can get more power for the dollar with a carb.The other reasing was tuning the efi I am in ky and dont know of anybody to tune the computer.And no I do not believe in a mail order tune.
