Scarab Starting problem, help!

Got a starting problem on my Scarab 28 Excel.
New 502 last year installed and run no problem, then winterized. Went out this weeked to run before hitting the lake and NO Cranking at all:
1. motor electricals getting power, , silent choice valves,vent blower, outdrive,efi unit,etc.
2. battery connections good and starter connections clean and solid.also replaced the fuse connector at the starter power connection.
3. shifter switch good and its in neutral.
4. fuses all look good
5. ignition key seems good and working.
The only thing that seems strange is that the horn that goes off went you turn the key on too long before starting is NOT working.

You didn't mention battery voltage. Take volt meter check voltage at battery, if acceptable, check voltage at key switch, if acceptable, check voltage at starter relay, if acceptable check voltage at starter. If all have acceptable voltage pull starter and bench test.
