Does it actually get water in the cylinders? If the exhaust was going thru hull and you had a seperate pickup for water to the sea pump I don't see any correlation to the outdrive? Steam out the breathers even some condensation is normal, my boat after a hard run will have milky oil built up on the flame arrestor, I don't have thermostats in it right now so it is running too cold and not evaporating the condensation

So if you drain your oil is it milky?
Mine was so i welded 9"ss pipes onto my sm exhaust. Fixed it instantly but i never saw white smoke or steam at any point, i jsut had white oil in valve covers and in entire oil pan...

to me it sounds like an exhuast or valve train problem like an exhuast valve sticking and sucking water in. the steam out of the breather tubes blow by maybe? is there pressure coming out the breather hose? a portion of the exhuast system higher than the riser. or bad or restricted risers. hard to say without seeing it.
