Default Bravo Steering Valve Question

Is the steering Valve the same on the 88-95 series Bravo as the 96_98 series. Can they be swapped?

Fiche shows rebuild parts for the older one but not the newer one?
Is part # 806034A1 the replacement for all years (88-98)?

Why does part number 816458A1 (Control valve) cost more than buying the whole steering valve?

I am not sure of when they changed over but the earlier models were called Brazil and the newer ones are called Saginaw. I don't know if you can swap them easily. By the way, I will soon have an entire set-up, tilt helm, cables, saginaw control valve for sale. Will be out of my '99 259.
