Sure it's the gauge that's bad. I have two VDO vm's in mine and both were off (low) like under 12v . Batteries were 13.4v engines running. Had 13.4 on back of ignition switches. Measures the volts across the terminals on the meters and they were reading exactly what they were seeing. Found a bad connection on ground side of guages.

the VDO Blue line do match the looks/graphics of the original guages except for being newer (they will be white instead of slightly yellowed letters) they are increasingly hard to find tho basically discontinued you have to find one on the shelf. The Vanguard VDO line looks very similar, has the same square bezel but the graphics and pointer are very slightly different, I bot one of these for an oil temp guage and it sticks out more because it looks newer than because of the slightly dif graphics, ( mainly the icon showing guage type is at the lower right instead of the lower center of the guage.
I am not endorsing this vender ( I've just never used them) but this site .Eguages has pictures of both blueline and vanguard lines.
