So I got the engine tore down. Cylinder number three had a broken top ring that was screwing the cylinder up. The block is at the machine shop. I got lucky, cylinder number three cleaned up at .030 over.

I pretty much have the whole build planned out now. Going 383.

350 Block bored .030
Scat 9000 Cast 3.75 inch stroke crank
Speed Pro flat top Pistons with plasma moly rings
GM Fast burn Vortec heads, 2.02/1.06 Valves installed, with fresh valve job, heads resurfaced
PAC Beehive 1218x these are high endurance springs. A step up from standard 1218's.
Comp retainers and spring locators.
Comp Extreme Energy cam XR270HR 218 / 224 110+4 .528 / .534 lift with 1.6 roller rockers.
Edelbrock Performer RPM non air gap intake
Stock Merc TBI with 2 inch bores, installing 454 injectors, adapted to Performer RPM Intake
Deleting the stock Y pipe, exhaust will exit out the sides of the boat. I will be using stock manifolds for the time being. I will also be using some inline silencers.

The reason I selected the cam I did. Well realistically the engine will never see 6000 RPM, 5000-5500 tops with the stock Alpha drive.
This cam only has 1 degree of overlap at .050 lift and should make lots of mid range torque. I strayed away from the LT4 Hot Cam becasue it is more of a top end cam. It would need to be advanced 4 degrees to make more low end power, even then I do not think that it would work as well as the cam I have selected. Even though comparing them side by side the are very similar.

In the picture above, of the intake sitting on the floor, I ended up not using it. Went with a Performer RPM and made a TBI adapter for it.

may want to consider one of these, +15% seems a little high to me. but every little bit helps

or double stack the OEM gaskets and get some longer bolts from ACE/Home depot/lowes/etc

The 454 454 tbodies usually come with those injector spacers stock.

I'm going to bet $10 that flame arrestor hurts power. Luckily 4bbl flame arrestors go right on if you get the tbi Z stud from Spectre for like $8-$10.

Yes, my stock TBI already has one of those on it. Also, will not be using that spark arrestor.
