last minute advice - cutting transom for tail pipes

ok, another question about the bolts that hold these tips to the transom.
I feel like I could seal a lag better, but think that I could get a tighter more reliable hold with a through bolt.
suggestions?

Don't see the seal is that bog of a deal, the tips are always out of the water unless maybe stopping fast
Most tips I've seen are all thru bolted, and I would prefer that method

Any holes in the transom should be sealed up tighter that a frogs ass.
I epoxy'd the freshly cut holes and then through bolted filling the bolt holes with 5200 and sealed the tail pipe flanges against the boat with boat life which was recommended by hardin.

A little late for the advice but with hole saws I prefer to use a right angle drill for the extra leverage. I have cut an 8" hole through glass and plywood with my Ridgid 90* drill.
