I'm confused now.

The neutral safety switch has two sets of contacts to prevent cranking in neutral but also has another set of contacts to let the ECM know it's either in forward or reverse? And you're suggesting the forward contacts may be faulty causing the ECM to think the engine is still in neutral only allowing it to go to 3,000 RPMs?

Yes you are confused, and the neutral safety switch doesn't have 2 sets of contacts, there are 2 different switches

maybe its called the "neutral switch" not "neutral safety switch"

it is not on the shifters, it is mounted on the linkage and lets the ECM know if the boat is in gear or not, essentially the boat should not rev over 3000-3500 rpm if not in gear.

Understood. I'll check for it. It's cable operated for gear direction so it's something to check off the list as I see how it could cause trouble.

Is this engine using an MEFI 4 or a PCM555 ECM???

MEFI's don't have the 3000rpm rev limiter in neutral

I'm unsure which ECM it's using. Would need to look. But it does go to around 3800 in neutral.
