Precision Marine in New Orleans is the guy in LA. His name is Mark Boos. Actually he's in Kenner, LA. He has a good reputation around here.
What are you trying to do? If its something simple like raising the rev limiter Im sure he can do it. If your engine configuration is the same as something he has done before it shouldnt be a problem either. But if you are changing many parameters you really need him to tune it on the dyno. I think he charges $300 like everybody else. Not sure about reprogramming charges but he seemed to be willing to help when I went and talked to him. While I was there UPS dropped off about a dozen ECU's for him to program so maybe its not a big deal not being able to dyno tune.
Give him a call. Tell him Ron Cardinal from Baton Rouge sent you.
