Default steering fluid leak

Picked the boat out of storage and the power steering pump was dry ,found a puddle in the rear of the boat near the controll valve and booster /re-filled the pump and ran the boat /going thru the whole range of motion on the wheel with nothing spraying out question is if i take it out on the water do i run a safety risk ? or is the worst thing i would end up with armstong steering? the boat's a 89 baja sport 190 motor is new and the steering system looks the same
