If its only out the front tube, then its probably some trash keeping it from seating. It could still be slightly out of adjustment or have too much fuel pressure though. The angle the engine is sitting while in the boat and on the trailer can change the angle the fuel sits in the bowls and thus the fuel level. If it gets to high, it can overcome the n/s assembly.
