bt, are you sure that you are getting a good seal with your vaccum pump at all the fittings and the pump itself? Supposed that you stuck your finger on the end of the hose when trying the vacumm at first, I did. If you think it might be the prop shaft seal, apply vaccum again and then apply grease around it to see if it affects the drop. Drop should slow if the seal is bad.
When I was checking mine, I had some small leaks in the pump line fittings that showed up when I tested it under water at first.

Jerry... the grease thing is a great idea and I will try that to see what I get. I did check my vacuum setup just like you mentioned and it held vacuum well. A merc mechanic told me the seals are double lipped, one for vacuum and one for pressure. The pressure lip keeps the lube from leaking out (obviously), and the vacuum lip keeps the outdrive from sucking water back in as the outdrive cools after a hard run. Made sense to me. You ever heard of that?

I definately got higher readings with the grease Jerry. I'm gonna change the carrier in the lower unit. I'll figure that out as I go, but will be printing a copy of this long thread to help along the way. Thanks to everyone that added to it. OSO is a great resource because you guys take the time to help others. Thanks!
