I agree that the hoses on the pump are probably reversed.
You may want to manually rotate the pump by hand....if it seems very easy you may already have burned up the new pump.
US1 Fountain is correct that lubed the vanes will turn to the correct direction....if I remember correctly the housing was not a perfect circle but had a slight olblong shape to accomodate this.
Hint: Not knowing the correct procedure...I looped a piece of dental floss around the impeller and drew it down so that all the vanes were in the same direction and it slipped inside the housing easier.

I got it working ok. I reversed the hoses and still nothing so I put them back and pulled the hose off the power steering cooler and ran it for a second and it started pumping. I put the hose back on the cooler and water started coming out the exhaust, so I was able to pump the antifreeze in. I had lubed the vanes on the impeller before putting it in with Mercruiser 2-4-C lube so everything is fine now. I think the pump was just having trouble getting primed.
