Compression #'s and blowby
If a motor has good compression numbers, but has a good amount of blowby at idle (through the PVC valve), does this mean there could be a valve seat problem or a sticky valve?

Probably not. That would cause blowing into the intake or exhaust passages not the crankcase.
What kind of compression numbers are you talking about? You should truly do a leakdown test.
