The distance from center of pin/stud is 21 3/8" without touching anything. There is enough play to easily push both drives toward each other 1/16 of an inch to make an exact 21" between the center, so I don't know whether it was a 21" or a 21 3/8".

It's Hard To Tell By Your Photo If Your Tie Bar Is Going From Side To Side On The Upper Back Cover Or Your Using A U Shapped Bracket On The Bottom Of The Lower Where The Trim Cylinder Shaft Goes. Ron Bender

My guess is that the bar went across the "top" so to speak, with the bracket coming in from the side over the top of the pin and the stud.
There's no room below. It would hit the ram arm end.

I never saw the bar or the joint/bracket on the bar (was missing when I bought boat) but your description would have to be the way it was.
What you describe would fit what I have left on the boat.

The pin is toward the transom and the bolt with a nylock is farther from the transom but they line up with each other in a front to rear orientation.
