540 bulldog will not start

1996 Powerquest 257 with 540 bulldog bravo 1.
Turn the Key, no spark to plugs, it's arcing from the Positive side on coil to the coil distributor lead inlet(bla,bla,bla. new cap, rotor, and plugs replace a couple weeks ago. Any Ideas and means of testing the coil or if it something else.
By the way, this was a bad weekend of boat, blew the outdrive the same weekend. Boat was idealing out, then just shut off, tried staring with a little gas, it did start after a little bit, with throttle half way it went into gear. "OUCH" The cone clutch jammed into the forward gear, any idea on pricing for that little problem also.
I'm in a pickle, get the boat running, not out drive, get a outdrive, no boat running.

Sounds like you could be on with the "bad coil theory". Easiest, cheapest test for that is to change it out with a "known good" unit, new or used if you can get one. --- JP
