I have used 2 filter wrenches at a time to help remove stubborn filters and it has worked sucessfully.

The metal strap type filter wrench can have holes drilled into it at 1 or 2 inch intervals. Tighten the strap wrench on the filter and have an assistant run sheet metal screws through the holes.

Try putting a very light smear of grease or vaseline on o-ring before installing new filter.

You raise a good point about the safety aspect. I know that if I was in your position, that I wouldn't be afraid of doing it. That's to say that I'd have a fire extinguisher right next to me and I'd be careful to not create a spark. I'd also have a container nearby to catch the spilled fuel.

I thought of another alternative. Vice grip makes a chain wrench. This thing works like a regular vice grip, but it has a chain not unlike your strap wrenches. With that wrench something is definetly going to move.
