A chop saw or an abrasive disk in a die grinder.

try doing it like you would cut a braided line....you can wrap the line with some masking tape then you can use a hose clamp as a guide and cut with a hack saw.

I've been using some heavy duty electrical cable cutters. Slices right through and leave a clean square cut.

First cut it a half inch long then insert a dowel and cut again. This should give you a smoother cut as the shape is supported during the cutting process.
