The captains choice on my Fountain does not completely seal one way or the other , when set on thru hull it still lets water come out of the drive , is this normal ?

If you think about it, the divertor valves do not close off the 'thru the drive' exhaust route, just the thru hulls. So the routing to the prop is always open.
