P Classes: top speed or average speed?

P Classes: top speed or average speed?
P Class Racers,
I need some help interpreting the "new" rules (which best I can tell are a combination of last years APBA and SBI rules). I may be confusing the issue, but the rules seem to contradict themselves (para. 11.2.1. and 11.5.).
From what I recall, last year's APBA rules were based on top speed and SBI's on average speed. With APBA, as long as you didn't exceed the top speed of the bracket, you were okay. But with SBI's average speed, you could exceed the top speed in the bracket, as long as your average speed was within the bracket. So now that the rules seemed to have been combined, are the P class speeds based on the top speed of the boat or average speed (on the race course)?
For example, if I'm in P-5, can I exceed the 64.9 mph as a top speed as long as my average speed is below 64.9 mph?

The top number is your average lap speed. When you get inspected Richie will do a prop calc to make sure you are legal for your class. I believe you are allowed 7 mph over the high number. 64.9 average your prop calc will be no higher than 71.9. The prop calc they are using is in the rule book. Smitty
