I'm guessing it's some sort of marine board certification. If it doesn't have an MSO, would that make any difference if someone paid cash and exported the boat? Certainly wouldn't matter at this end.

Manufactures Statement of Origin, document provided by the manufacturer, you get your title when you turn in the MSO to the state.

Thanks payuppsucker, makes sense. Might make it very difficult to drag her out of the state and through customs for export if there is no MSO.

Good deal for someone with solid drivetrain in a tired out or wet hull. Swap everything over and good to go.
