Seems to me when I changed my drain plug housing there was two layers there.

mine has the same layup. I heard at one time ww had the same and had issues with it so they redid it full plywood

My 41 was full plywood
Was not aware they had ever done any different.

I have and your right, ply with balsa. mine might end up with a vee keel or pad this spring.
