FASTTIMES

I have a 1991 excel with an electric head, Push/release the button and nothing happens. Hold the button and the breaker trips. I assume the holding take is under the back seat? And should get water from the bottom of the hull. Can someone explain how the system works & where I should start troubleshooting the flush button?
